[Info-vax] Removing blank lines from text files

And it works.  I was surprised; I thought that "" would match a blank 
line as well.

It is pure DCL.  It is quick.  It is one line.  It works.  Why go 
elsewhere?

The one remaining question is whether this is documented behaviour or 
just happens to work with your and my versions of VMS.
