Though you've already found it, the HPE support center patch site is at 
https://support.hpe.com/hpesc/public/home/

It's variously necessary to call the support center to acquire some of 
the patches.

If you can't find the patch on HPESC, call the support center and 
describe the issue.

You'll probably be talking with folks from VSI too, as they've 
reportedly been fielding the front-line HPE support calls for a while.

Purchasing VSI licenses and VSI support is where you're headed for 
new-patch support starting for 2021 and later, though that would also 
mean an upgrade to a VSI OpenVMS release.  HPE is exiting the OpenVMS 
new-patch business in less than 18 months.
