[Info-vax] OpenVMS 7.1 mail - attach file

Trying to use a VAX running OpenVMS v7.1

UCX reports:

 DIGITAL TCP/IP Services for OpenVMS VAX Version V4.2
  on a VAX 4000-106A running OpenVMS V7.1 

The system is static, can't be upgraded or altered - long story.

Trying to mail myself a zip file, or any file for that matter, and mail includes the content as inline text, not as an attached file.  Mail help doesn't have much for a version this old, are there any special spells that will cause a file to be sent as an attachment?
