Short answer:
Perl support for OpenVMS VAX was removed at 5.22. Build something
earlier, or upgrade to a subsequent architecture. Or diff and retrofit
what was removed.

Long answer:
OpenVMS VAX itself ceased significant enhancements a ~quarter-century
ago, in terms of software updates and related.
V6.0 was the last "big" VAX release. V7.0 had no user-mode and no
kernel-mode API changes, and very nearly ended up V6.3.
Minor OpenVMS VAX enhancements tapered off pretty quickly.
There's been some OpenVMS VAX maintenance since then, but... so...
much... is... missing.
And so many bits and pieces of newer environments—the ability to
optimize the canonical MD5 code, support long long, *many* APIs,
etc.—just isn't available on OpenVMS VAX.
Much of the code latent in various OpenVMS ports of open source
comprises work-arounds for what was and what is increasingly missing
from OpenVMS VAX.
