certain systems are ring fenced so that certain transfer protocols are barred except through particular portals so that the activity as well as the intended transfer data can be pre checked before being let out

Locking down commands, elevated access and activities and forcing them though security mechanisms like CyberArk is very standard in certain institutions

I've seen plans on the radar for stopping all transfers except through an internally registered facility. The inside party registers their desire to transfer with the central transfer agency and the receiving party is contacted by the central transfer registry only if they are a pre registered recipient client who have passed verification checks. The transfer is arranged by the internal transfer registry and a window of transfer opportunity is opened at a changing url and port and the receiver can only pull off files exactly matching the pre arranged names with authentication credentials generated specifically for the window

There is no end in sight for the number of hoops security crazed organisation will make it's people go through on the perceived notion that it will make the organisation less prone to information escape
