To add another data point my 2018 Hobbyist PAKs expire on 21-Jul-2019 so I requested new ones last week. Here's the timeline, note that all times are in Central Daylight Saving timezone (Fort Worth, TX)

07-Jul-2019 - 11:25PM - Filled out HPE form
10-Jul-2019 - 10:15AM - Response from OpenVMS Customer Lab with PAK info
10-Jul-2019 - 10:18AM - Reply to OpenVMS Customer Lab asking for media access credentials
10-Jul-2019 - 12:46PM - Media access credentials received from OpenVMS Customer Lab

The initial reply with the PAK info took longer than it has in the past for me but the response with the media access was quicker.

As I posted in another response, since June Hari has added updates to OpenVMS AXP and IA64 media as a response to a request from another Hobbyist (I think it was on the DEC Computer Users Facebook group but I can't find the exact post right now).
