I think management sees a difference between engineers
reporting:

A) Given the size of our C code base and our historical error
    rations we estimate that we got 100 potential buffer overflows
    and 100 potential memory leaks in the code.

B) We can't build our code because the new compiler gives
    1000 errors, so we will not be able to fulfill our
    contract with XYZ.
