[Info-vax] C99 updates to CRTL

I'm guilty of using logical names for configuration data on occasion, but I like
to use the multi-valued feature of logicals to cover all the options (current and future) with one name. Other than persistence, I don't see other approaches as a
big improvement. How much code in unix-land still looks in /etc for a
configuration file (or sub-directory)? The Microsoft registry was a grand vision
that turned into a morass in practice. The prefs editor is sort of like a
standardized /etc. Could OpenVMS be made to disguise a directory as an 'app' the way the Mac does?
