This document, 
http://bitsavers.trailing-edge.com/pdf/dec/pdp11/rsx11/Files-11_ODS-1_Spec_Apr81.pdf 
says on page 29, that due to the size limit of BITMAP.SYS that ODS-1 volumes are
limited to 1,044,480 blocks, or about 500 MB.

You may be able to use a vax version of lddriver, and create a 500 MB container file
on the RA92, then connect the ld unit and initialize it.
