IMHO there is always a public channel.  It may just be really convoluted 
and long.  Enough so that it seems as if it doesn't exist.

It may even involve going and sitting in a companies lobby.

But there is almost always a way for the member of the public to find 
something / someone that can connect them with what they need.

VAXman may be a current public channel.  As in public request that got a 
response.  But that doesn't mean that VAXman want's to repeatedly be 
said public channel.
