Were there anything but Fortran that was DEC?

As I remember it then PL/I and Cobol were IBM, C were Unix,
Pascal was Apple and Borland and Basic was Microsoft.

No chance.

VSI does not have the resources.

VSI are building on what others are doing (LLVM).

Fortran, C and C++ can be fixed by using LLVM.

Pascal and Basic are more questionable. First problem would be: what 
standard?
