   Probably not required.  But, unless I can get licenses
for the OS and tools at negligible expense, the hardware
won't matter much.

   Aside from some MMS/MMK mysteries, I wouldn't expect many
problems.  But, until the VSI Hobbyist program appears, I
wouldn't bet much on anything.  Currently, I can't run any
VSI VMS releases on anything.  (I'll just hold my breath.)

   Not all my GNU/Linux systems use that CPU type, and my
favorite Mac Pro (Early 2008) is stuck at 10.11.x (El
Capitan), which seems to be too old for VirtualBox 6.0.8, but
I do have Windows 7 and 10, and Debian 9, on a Dell Precision
T7400 (Xeon E5430), which could probably be made to serve. 
Or I could sink another hundred or two dollars into different
junk, as required.
