Well, for one thing customers don't -want- it to be open-sourced.
Opening it would be like shooting yourself in the foot because it
kills much of what people like about commercial operating systems.

It has good and bad points.
Now, were something horrible to happen in the distant future and VSI were
to go away and VMS become abandonware, then I would certainly pick having it
open-sourced over being abandoned. But hopefully this will be many decades
from now.
