Yes. The iLO runs entirely on standby power, so as long as the machine is
plugged in, it will be up. Eve if the machine is "powered down" and none of
the fans are running. This is the whole point of the iLO, that you can use
it to turn the machine on and off and exert similar control.
Be aware that the MP is full of security-related vulnerabilities and do not
expose the iLO connection to an outward-facing internet.
