Just my two cents, I would not run OraDB/VMS if you want any type of support from Oracle.  We ran it for years and generally it ran well, but if there was any problem, it was hard to get any help from Oracle.  We recently migrated from Oracle 10g on VMS to Oracle 12 on Linux.
