The closest might be CMU-IP, written in BLISS on the freeware CD-ROM 
distributions.

However you may need to dissasemble the most recent patches, the source 
was lost to those.

Also I do not know if VAX/VMS 4.4 supported the DELQA adapter.  You 
might have to use a simulated DEQNA.
