How does that settle liability? Who is liable when an autonomous
car hist someone? The occupant who has no control? The manufacturer
who programmed the feature that allowed it to hit someone? The
pedestrian who was struck? Raising my premiums for driving my 1979
MGB does not affect liability for the actions of autonomous motor
vehicles.

See above. Raising the rates of non=players does not affect the
liability of players.

The real safety in self driving cars will come from their ability to integrate with other vehicles around them and coordinate for safety outcomes, after all, synergy is the fact that the sum is greater than the parts. Individual self driving cars is one thing, a fleet of them working together is quite another and it's in this capacity that they will eclipse human beings abilities for the vast majority of driving conditions
Ever watched the movie I Robot? What could possibly go wrong. :-)
Or, to keep things real, ever read The Risks Digest?

That still does not settle the liability issue when the autonomous
vehicle has an accident. Or do you believe that will never happen?

So now you are going to restrict the movements of pedestrians
to please the robot masters? Tell me that doesn't sound like
a really scary world.

Any human who accepts liability for something he is prohibited from
controlling would be a fool. And, that too would result in even more
legal problems. The only one profiting from all this will be, as
usual, the lawyers.
