I don't disagree with your overall sentiment, however for the record the MANAGE_V0200 patch is included in the HP hobbyist download along with the PCSI and UPDATE patch, and is therefore 'free'.  I have successfully installed the HPE SSL1 kit on AXP using only hobbyist products.
