startup_p1 has nothing to do with TCP/IP

TCP/IP is started in one of the startup command files VMS runs at 
startup.  Now, I believe that the startup command procedures are not run 
on a "min" startup.  But, it's been a while.

TCPIP$CONFIG sets up IP and such.
