This thread is confusing me.

If you have a management path into the server and whether via iLO 
console or via the console serial line and a DECserver or suchlike and 
not via DECnet or IP, then booting minimally STARTUP_P1 to "MIN" and 
maybe also WRITESYSPARAMS to 0 (or booting conversationally with the 
SET/STARTUP=OPA0: startup procedure set to OPA0:, though there are a 
few extra steps involved with that path) will allow you access to the 
server without having TCP/IP Services started and to then invoke 
TCPIP$CONFIG.COM.  This will allow exactly what you want.   
TCPIP$CONFIG works just fine without having TCP/IP Services started, 
and it's how IP addresses and gateway addresses and the rest are 
established.

BTW: In addition to the manuals, HPE (HP) had a TCP/IP Services command 
reference card available.
