In spite of the way it was "marketed", the Password Project was about enabling a specific set of password rules as required by certain customers without requiring a fixed set of rules.  The kit supplies a fully-functional sample C program that implements as many of those rules (and a couple of other possible rules) as practical. It would be trivial to implement your version from the supplied sources.
