There's a difference between patch notifications sent strictly to 
existing support customers, and advertising materials made available to 
former and potential new customers.

Patch notifications and update notifications are advertisements for the 
work underway at VSI, as much as they're notifications.

These are low-budget efforts, and particularly with a little wording 
added to each of the the notifications.

Trying to determine out what some patches, changes and enhancements 
were intended to resolve or to provide has often been a challenge.

It was probably obvious to the developer, but...

Not that DEC/Compaq/HP/HPE/VSI seemingly grokked that all of the 
published materials can be and variously are advertisements.

The discussions around more quickly rolling in patches also includes OpenVMS.
