In SYSGEN or in SYSMAN PARAMS, set NISCS_LOAD_PEA0 to 0, and set 
VAXCLUSTER to 0 live and saved, and also set those same values in 
MODPARAMS.DAT for the next AUTOGEN pass.

Could be bad hardware, or could be a failed or misconfigured network.  
Both ThinWire 10BASE2 and FatWire 10BASE5 networks were prone to shorts 
and bad cabling and bad termination.
