Okay.  Terse question.  I'll bite...

Which "ZIP+4 tools" app or package or REST interface are you using now?

What has happened that prevents your present "ZIP+4 tools" solution 
from continuing to work after an upgrade to VSI OpenVMS Alpha or to VSI 
OpenVMS I64?

What are you looking to do with these "ZIP+4 tools"?  Maybe address 
verification?  Maybe the USPS TIGER/ZCTA geocoding?

Looked at using libpostal?  That's supposedly straight C and reputedly 
reasonably portable, though you'll probably have to port it or get 
somebody to port it to OpenVMS for you.

Or keep using what you're doing, possibly after updating your ZIP+4 
database from one of the available sources.
