The concept today might be give the guest 8 or 16 virtual CPUs, but 
throttle it to say 8GHz and 16GB when not busy and let it rip at 24GHz 
with 64GB when it needs it, that wouldn't require a reboot.

It's nearly 2 decades since I touched VMS, but I remember uptime being 
prized :-)
