The OpenVMS VAX distros have had had a bootable OpenVMS VAX environment 
for many years, dating back to ~1993 and ~V6 or so.

There've been few reasons to boot and use Standalone BACKUP in a 
~quarter-century.

This particularly given that newer OpenVMS VAX distros can back up and 
restore older OpenVMS VAX installations.

This assuming the VAX has a CD or a host-based InfoServer installation 
environment or a scratch bootable disk or similar hardware available, 
or an emulation of same.
