ZIP+4 is routinely used for geolocation inclusive of the various
problems known with that usage, and ZIP+4 is also used as part of
address normalization processes, and IP address geolocation is commonly
attempted though that's probably best considered to be semi-reliable at
the country level and not much more finely, and most any network
connection should be using TLS or ilk. TLS and ilk are far from a
panacea, but cleartext is a bigger problem and for various reasons and
some of which that might not be applicable specifically to developers.
