That looks a lot more up to date than the one I have just posted
a link to. Please ignore the link I have just posted.
There are both user-mode readers and a filesystem driver on the
above website that John has posted a link to.
David, take a look at this page:

That's how easy it is for a third-party user to implement a new
filesystem under Linux. There's no way you could implement ext2
(one of the native Linux filesystems) on VMS like this.
