No, they are not.
For example, the FAT32 filesystem is laid out on disk in a specific
way which is done according to an agreed standard.
However, there are multiple FAT32 filesystem drivers across different
operating systems which implement different levels of functionality
depending on the requirements of that operating system.
For example, there is no conceptual reason I can see why there couldn't
be a cluster-aware FAT32 filesystem driver even through on some other
operating systems such a thing would never be required.
