No, it is not. It is strictly a disk block server which operates over SCS (a
SYSAP), assumes other layers do all the synchronization, and does not use the
lock manager at all. (*)

(*) except for the VAX version which had some DLM code to try to shift the
MSCP load to the least busy server. This code was never ported to Alpha.
