Well, the page you mention says

 > OpenVMS First Boot on x86 - 14 May, 2019 2:15 EDT

not May 20. However, the info was spread on May 20 via email by VSI.

May 14 is also the date shown on 
<http://vmssoftware.com/updates_port.html> in section "Proof Point 27":

apparently is missing "p.m.".
