You probably mean VWS (VAXstation Windowing Software, I think). It was 
pretty good and quite lightweight (as was needed back then), but 
decidedly proprietary, which is why most people back then used GKS 
(Graphics Kernel System) to write software for workstation display systems.

When DECwindows, based on Motif, came along, pretty much all of the GKS 
stuff "just worked", which was a huge acheivement in compatability.

Fred Kleinsorge was one of the key people at the time, who is sadly 
missed these days.
