I know it's not a solution to your problem. But it may be a work around.
Do you need to log into the 3par from the OpenVMS system? Or could you
log into an intermediate system and then ssh from there (using a newer
client) to the 3par system?
I know that this is sub optimal and is problematic for file transfer.
But it will allow you to ssh from OpenVMS and end up at a 3par prompt.
You might even be able to do something fancy such that (based on the key
used to authenticate to the intermediate system) the ssh connection from
the intermediate system is started automatically. Thus you type ssh
3paradm yy.yy.yy.yy and get a 3par prompt / interface.
