When I paid for Apple Developer (as a hobbyist) it was $99/year (early 2000's timeframe). IN the 90's there was MacApp framework, that cost me I think $199/year but I got monthly CD's of stuff. Now I think the hobbyist level is basically free and you just download what you need.  Phone call support costs $$ though.
