CAPEX and OPEX budgets actually get approved by the same people
in large companies - they are just administered by different people.
Operations can not increase their own OPEX budget.
Operations can sometimes shift things around within the given
OPEX budget.

Yes. And there may be strong business opinions about one versus
the other.
But it is not like "nobody cares about OPEX".
