When you're used to running with SYSPRV, one of the first places to look 
is the files normally part of process startup.

SYS$MANAGER:SYLOGIN.COM gets created without W:RE protection.  You'll 
never see it until you run without SYSPRV.  That became a normal part of 
my setting up a new system.

Also check the UIC of things like LOGIN.COM to insure it's the same as 
the non-prived user account.

It's most likely something simple.
