[Info-vax] get rid of OPCON messages on console terminal

After a reboot, I now see OPCON messages on the console terminal.  If I 
am logged into an account with OPERATOR privileges, I can use 
REPLY/DISABLE to turn them off.  But what if I am logged in via another 
account?  How can I turn them off?  Before the reboot, they weren't 
there.

Does this perhaps depend on whether the terminal was switched on at 
boot?
