Oh that's hilarious.
OpenVMS V7.3-1 is a fossil.
Minimally HPE OpenVMS V8.4 with a semi-recent UPDATE kit, or a VSI 
OpenVMS release if and as those are available
Otherwise, we're chasing old bugs.
V8.4 is a ~decade old.
V8.4 is what is available to hobbyists for download, and with hobbyist 
licenses available for the next year or so, and maybe less.
And I'd rather not do that.
Get the current stuff.
Then once you know everything works and if you really want to 
retronaut, scrounge up an old distribution, and install that on a 
scratch SCSI device.
