Maybe this is a silly question: have you got a terminal (or
emulator) that does "Display Controls" rather then "Interpret 
Controls"? Or some other way of monitoring the data stream 
which VMS is sending and/or the data stream which is reaching
the terminal/emulator, rather than just characters which are
being displayed?

Saying no more than that, for fear of awakening the Sleeping
Monster of the Terminal Driver (which may be completely
irrelevant and therefore not be pleased about being woken).
