Not to mention that it's pretty much one engineer named Hari and sometimes he misses an email. It doesn't hurt to re-apply again after a few days. Best is to time it during the week and daytime in India if you can. Another possibility is an email to openvmscustomerlab at hpe.com asking about your application. That could also jog the process.
