Please check the following settings in the PuTTY configuration, category 
"Terminal":

- Implicit CR in every LF should *not* be checked
- Implicit LF in every CR should *not* be checked
- "Local echo" and "Local line editing" should be "Force off"

 From your other post:

They are default configurations in PuTTY (at least in my installations), 
not necessarily in the configurations for the various CHARON-AXP models. 
TTB0 is a standard device in some (CHARON-)VAX models, iirc.
