Probably its dead. If its not trying to spin could be caps on the
controller board.

Its DSSI. You should may able to talk to the disk and see what the
problem is. I have seen the instructions somewhere but I can't remember
where.

DSSI are a problem as there is no readily available replacement. There
are bridge boards but they are more expensive and rarer that DSSI disks.
With SCSI and MFM there are emulators that allow SD cards to be connected.
