Adding code to determine usage may not work. I own between 40 and 50 VMS systems. Some of them aren’t used at all while others are frequently (weekly) used. And sometimes for cpu intensive work for a couple of days. It wouldn’t do if added logic would suddenly decide that this is non-hobbyist behaviour and shut down the system or resort to other annoying measures. 
I mean it’s a hobby, right, and by definition an activity that may be useless to the rest of the world and may cost money as long as it pleases me ...
Having banners that display Hobbyist wouldn’t bother me. That is when restricted to loginout.exe and then only in interactive mode.  In batch mode that would break dcl athome.
