Not exactly.

I have run MVS 3.8j in the past, under Hercules.  I will likely run it 
again, on an S/390.

I'm in the process of buying a P/390-E CPU & memory card.  It has 
special software that runs on OS/2, but the P/390-E is considered to be 
a real hardware S/390 mainframe system.  All be it for extremely limited 
use.

I'll be running OS/390, which is commensurate with the P/390-E card.

I've heard rumors of efforts by multiple parties to come up with 
something more accessible to hobbyists.

There is always the Master the Mainframe program, but that's not the 
same level of access.  ;-)
