No.  But I can see how it could probably be done.  If you want to meet
military requirements for most contracts, I think you can probably get
away with just validating the certificate over SSH and passing the
certificate on when you transit through a VMS system with SSH.  It would
be harder if people were using the actual console for login (then you
would need the CAC card reader drivers and so forth) but I think with SSH
most of the hard stuff has already been done in the openssh source... it
becomes a matter of porting that to VMS.
