[Info-vax] OPCON messages on terminal

After I reboot, when logged in (to a "regular" account) at the console
terminal (real VT320; I also have a real wife and not an inflatable
doll), I see OPCON messages.  This wasn't the case before.  Why could 
the behaviour have changed and how could I get rid of them?

The reboot was due to a new electricity meter being installed, no change 
in my setup.
