Let's take a step back.

What are you trying to accomplish?

"SET HOST" is not an NCP command

NCP>sho exec char

NCP>set host

SET \HOST\

If you are trying to connect to another system via DECnet, the DCL
command is SET HOST, independent of the Phases of DECnet involved, on
either side of the connection.
