Much better than what?
Does it run on VMS? Does it run on Linux?

I use JED with DCL syntax highlighting on VMS and other OSes; I use the
Eclipse VMS Editor plugin for DCL with syntax highlighting and code
completion for keyword operators, lexical functions, a subset of
internal DCL commands and logical names pointing to process permanent
files, and context sensitive help for these on any platform/OS where
Eclipse runs.
