For VMS there is Emacs 21.2. VMS support for Emacs was removed in
version 23. The current version of Emacs is 26.3. Merging and updating
the VMS build and source files from 21.2 into 26.3 seems to be a major
task. First I would try to get version 21.2 running on VMS X86, seems
easier to me. And then I would try a merge, for Alpha and X86 only, if
there is sufficient interest. Whether that can be merged back into the
Emacs sources, that is the bring back VMS support to Emacs, is a
different question.
