[Info-vax] Initializing a new disk, need some pointers for options

Thanks for the feedback.  I know many of these commands came from the days of long ago and some of the options are archaic now.  I cranked the values way up.  :)

As for the files all in one directory, duly noted but this code was written by engineers solving a problem with little or no VMS experience at the systems level.    I'm just happy they used logicals in all of the file access.  It's almost certain the original developers are retired if not further.
